Title of bill
An act to amend the transportation law and the highway law, in relation to GreenLITES certification
Purpose
Relates to the sustainability rating for various transportation projects
Summary of provisions
Codifies the Green Leadership in Transportation Environmental Sustainability Program or GreenLITES, which shall be a ratings system that sets a minimum rating necessary for a transportation project to be GreenLITES certified. The Department of Transportation shall incorporate various priorities for environmental and energy sustainability into its overall ratings metrics. Projects awarded certain levels of GreenLITES certifications shall be eligible for consideration as a "complete street" design. Complete street projects shall also include projects dedicated to reducing highway runoff pollution controls.
Justification
Green infrastructure projects can facilitate sustainable practices around highway construction and development, including green practices to absorb highway runoff. This legislation would codify current practices in the Department of Transportation regarding the Green Leadership in Transportation Environmental Sustainability Program, which promotes conservation and preservation design as part of highway and road construction. This legislation would encourage best practices, promote GreenLITES projects in complete streets design, and take a step in the right direction around smart growth design and development.
