Title of bill
An act to amend the agriculture and markets law, in relation to assistance with aggregating, processing and transporting agricultural products for producers and processors
Purpose
This bill instructs the Commissioner of the state Department of Agriculture and Markets to provide information regarding federal, state, and private grants and educational opportunities to small scale farmers to enable them to more effectively access markets throughout New York.
Summary of specific provisions
Section 1 amends the agriculture and markets law so that the commissioner will provide technical assistance to small scale producers and processors of agricultural products who are interested in coordinating with each other to aggregate, process, and transport agricultural products with the goal of selling such products in sufficient quantities to meet the demands of food businesses and institutional buyers. The commissioner will also assist in identifying grant opportunities for those farmers who require assistance to scale up their production.
Section 2 is the effective date.
Justification
With New York's diverse geography and the often large distances between farmers and markets, it is imperative that the Commissioner of Agriculture and Markets work with farmers to identify programs that will best enable them to compete on the state and national level.
