Title of bill
An act to amend the education law, in relation to the gap elimination adjustment
Purpose
To eliminate the Gap Elimination Adjustment for the 2016-2017 school year and beyond.
Summary of provisions
Section 1 would make the Gap Elimination Adjustment for the 2016-2017 school year zero.
Section 2 would set forth an immediate effective date.
Justification
In 2010, the gap elimination adjustment (GEA) was introduced as a means to close a $10 billion state budget gap. Since its inception, the GEA has taken billions of dollars from local school districts and as a result has had a profoundly negative impact on our schools.
Realizing the immediacy of eliminating the GEA, the legislature has reduced the GEA by $602 million in the 2014-2015 fiscal year and $603 million in the 2015-2016 fiscal year. There is currently $434 million remaining in the GEA. The single greatest thing we can do to ensure a high quality education for all students in the State is to eliminate the GEA in the 2016-2017 school year once and for all.
Legislative history
2016: New bill. Legislation setting out a timeline phasing out the GEA has been passed by the Senate the last several years.
Fiscal implications
To be determined.
Effective date
Immediately.
