Title of bill
An act to amend chapter 510 of the laws of 2013, authorizing the city of Middletown to enter into a contract to sell or pledge as collateral for a loan some or all of the delinquent liens held by such city to a private party or engage a private party to collect some or all of the delinquent tax liens held by it, in relation to the effectiveness thereof
Purpose
To provide a sunset for the authorization of the City of Middletown to sell, or pledge as collateral for a loan, some or all of the delinquent tax liens they hold.
Summary of specific provisions
Section 1: Amends section 3 of Chapter 510 of the laws of 2013 to provide that such act shall expire and be deemed repealed on and after December 31, 2017.
Section 2: Effective date.
Justification
Chapter 510 of the laws of 2013 provided the authorization for the City of Middletown to sell, or pledge as collateral for a loan, some or all of the delinquent tax liens they hold. It was scheduled to sunset on December 31, 2015. Chapter 503 of 2015 removed the sunset, however it was signed with the understanding that a chapter amendment would be put forward to create a new two year sunset. This legislation would create that sunset.
