Title of bill
An act to amend the insurance law and a chapter of the laws of 2015 amending the insurance law and the public health law relating to permitting pregnant women to enroll in the state health insurance exchange at any time, as proposed in legislative bills numbers S. 5972 and A. 6780-B, in relation to enrollment periods for pregnant women in health maintainers organizations; and to repeal certain provisions of the insurance law and the public health law relating thereto
Purpose
The purpose of this bill is to amend a chapter of the laws of 2015 to allow pregnant individuals to enroll in any health plan on the state health insurance exchange at any time
Summary of provisions
This bill would provide a special enrollment period for pregnant individuals to enroll in health coverage.
Justification
Chapter 581 provided for pregnant women to enroll in the state's health insurance exchange outside of open enrollment. Pregnancy would be considered a "qualifying event" triggering a special enrollment period. This bill would amend the Chapter to move the language in insurance law to where special enrollment periods are already defined. Also, upon enrollment, coverage would be effective on the first day of the month which. the health care professional certifies that the individual is pregnant, unless the individual elects to have coverage begin on the first day of the following month.
