Title of bill

An act to amend the executive law, in relation to the reporting of demographic data

Purpose or general idea of bill

To amend the executive law, establishing an annual report of disaggregated demographic data based on race, gender, and region to amend tax law, establishing resulting from any inspections, pending cases or penalties by the state agency, board, or commission.

Summary of specific provisions

The executive law is amended by adding a new section 170-c

Justification

In 2015, months of targeted enforcement sanctioned by the state's emergency regulations against the nail salon industry resulted in a possible disparate impact against one racial group. To prevent these types of unintentional discriminatory enforcement, we need more transparency and openness from all agencies that target the small businesses in New York.
