Title of bill
An act to amend the alcoholic beverage control law, in relation to the consumption of alcohol by students under the age of twenty-one who are enrolled in certain courses of study
Purpose
To allow students, under the age of twenty-one, to taste or sample alcoholic beverages in off campus settings as part of a required curriculum.
Summary of provisions
§ 1 amends subdivision 5 of section 65 of the alcoholic beverage control law
§ 2 amends paragraph (a) of subdivision 2 of section 65-c of the alcoholic beverage control law
§ 3 is the effective date.
Justification
With the growth of the spirit and beverage industry in New York State, many academic institutions have developed or expanded curriculums to meet the growing need for workers in the agriculture, hospitality and beverage industry. Many of these programs and curricula offer hands-on training to familiarize students with the food or beverages they will be working with.
Currently, students under the age of twenty-one are not allowed to partake in tastings at off campus sites. Given the rise of wineries, distilleries and breweries in the state, many programs are interested in bringing their students to these establishments. This bill would allow students to gain a better understanding of this growing industry through direct contact with professionals in the field. The curriculum for these programs are licensed and registered by the State Education Department. Any consumption would take place under the supervision of an instructor and in accordance with the approved curriculum, to ensure that responsible tastings are conducted.
