Title of bill

An act to amend the election law, in relation to authorizing computer generated registration lists; in relation to the list of supplies to be delivered to poll sites

Purpose or general idea of bill

To update the Election Law to recognize that many counties have the technology to employ computer generated registration lists at the poll sites, to make their use uniform, to update the list of supplies to be delivered to the poll sites and to make certain gender neutral corrections to the Election Law

Summary of specific provisions

The bill amends Section 1-104 of the Election Law by adding a new subsection (38) defining "Computer generated registration list" to be used in place of registration poll records to establish a person's eligibility to vote in polling places on Election Day. The bill also sets forth the supplies to be provided to the polling sites for the new voting systems. The bill replaces various masculine references in the Election Law with gender neutral references. The bill also clarifies the location where certain information pertaining to voter information changes and challenges is to be recorded on the computer generated registration lists and the challenge report and the manner in which same should be returned to the board of elections.

Justification

The advent of the new voting systems makes certain updates in the equipment to be supplied to poll sites imperative. The computerization of registration lists and their use at the poll sites is already authorized by Election Law § 5-506(3)*. Guidance as to the use of computer generated lists must be provided. The requirement that the computer generated registration list be in printed form is 'outdated', and fails to consider or enable the many administrative and Election Day benefits the technology offers.
