Title of bill

An act to amend the education law, in relation to directing the commissioner of education to update the need/resource capacity index on a biennial basis

Purpose or general idea of bill

This legislation requires the commissioner of education to update the need/resource capacity index on a biennial basis.

Summary of specific provisions

Section 1 adds a new subdivision 17 to section 3641 of the education law to require the commissioner to update the need/resource capacity index on a biennial basis.

Section 2 is the effective date.

Justification

The need/resource capacity index is a measure of a district's ability to meet the needs of its students with local resources. It is the ratio of the estimated poverty percentage to the Combined Wealth Ratio. A district with both estimated poverty and Combined Wealth Ratio equal to the State average would have a need/resource capacity index of 1.0. These ratios then determine if school districts are high average or low need. The last time this ratio was updated was in 2008. Importantly this ratio plays a role in how the GEA has been and is being eliminated.
