Title of bill

An act to amend the civil service law, in relation to granting additional credit to volunteer firefighters and volunteer ambulance workers in competitive examinations

Purpose

Allows volunteer firefighters and volunteer ambulance workers to receive an additional 2.5 points for five years of service on civil service competitive examinations for original appointments or an additional 1.25 points for five years of service on civil service competitive examinations for promotion.

Summary of provisions

Section 1: Amends the civil service law by adding a new section 85-d, which defines "volunteer firefighter" and "volunteer ambulance worker," establishes an additional credit on civil service competitive examinations, outlines application to receive additional credit and proof of eligibility, and requires the state civil service department to establish and maintain a roster of all volunteer firefighters or volunteer ambulance workers appointed or promoted as a result of additional credits granted by this section.

Section 2: states that this act shall take effect immediately.

Justification

Many counties within New York State depend on the services of volunteer firefighters and volunteer ambulance workers in order to keep their communities safe. The offering of additional points on civil service examinations serves as recognition of the significant services these individuals provide, while also indirectly bolstering the ranks of volunteer corps for fire and ambulance services by providing an incentive to join.
