Title of bill
An act to amend the public authorities law, in relation to the Long Island Rail Road weekend reduced fare program
Purpose
To ensure Far Rockaway is included in the Long Island Rail Road weekend reduced fare program.
Summary of provisions
Section 1 provides this act shall be known as the "Long Island Rail Road Fare Act."
Section 2 contains legislative findings.
Section 3 amends section 1266 of the public authorities law by adding a new subdivision 14-a providing the Long Island Rail Road shall include Far Rockaway Station in its New York City weekend reduced fare ("CityTicket") program, and it shall enjoy the same benefits as all other stations in the program.
Section 4 provides the effective date.
Existing law
New law
Justification
The Long Island Rail Road, a subsidiary of the Metropolitan Transportation Authority, provides reduced fare between the hours of 12:01 AM Saturday and 11:59 PM Sunday for trips within New York City. Trips to and from Far Rockaway, Queens are currently excluded from the reduced fare program because the train passes through Nassau County (i.e., outside New York City), even though passengers start and end their trips in New York City. Passengers traveling to and from locations within New York City should not forfeit their enjoyment of such reduced fare because their train happens to pass through Nassau County.
This legislation will create economic growth in Far Rockaway, Queens, where transportation options are severely limited. It will benefit the entire local economy by making travel to and from beach communities more affordable.
The amended version of this bill amends the public authorities law, simplifies the language and provides for an effective date of April 1, 2017, to coincide with enactment of the state budget.
