Title of bill
An act to amend the education law, in relation to fire drills and lockdown and shelter in place drills
Purpose or general idea of bill
This legislation seeks to decrease the number of fire drills from 12 to 8 in a school year, while introducing 2 lockdown drills and 2 shelter in place drills each school year.
Summary of specific provisions
Section 1 adds the words shelter in place and lockdown to the list of drills.
Section 2 decreases the number of fire drills from 12 to 8 times in each school year, as well as changes the breakdown of when they must occur. Further this section states that it shall be the duty of each principal or other person in charge of every public and private school other than college or universities to train pupils to know the appropriate actions to be taken in an emergency requiring them to remain inside of a school building. In particular lockdown drills shall occur twice yearly with at least once occurring between September 1 and December 1. Also requires shelter in place drills to occur at least two times a year with one occurring between September 1 and December 1.
Section 3 is the effective date.
Justification
Current New York State Law requires at least 12 fire drills every year in a school. Thankfully fires in schools though extremely serious are uncommon, this legislation seeks to maintain eight fire drills a year but incorporate into law both shelter in place (is a response to an emergency that creates a situation in which it is safer to remain in the building than to evacuate) and lockdown drills (a drill to protect and keep students and others safe by locking them in a classroom where they are moved to the safest part of the room and asked to keep quiet). As Current law mandates 12 fire drills if a school wishes to practice either a shelter in place or lockout drill they must take additional time away from traditional education time. Unfortunately during the time we are in, it is critical that teachers, students, and other faculty are familiar with the schools procedures for both lockouts and shelter in place occurrences.
