Title of bill
An act to amend the executive law, in relation to directing the commission on uniform state laws to study and report on establishing uniform regions of the state for the purposes of state agencies with regions, areas or other subdivisions of the state
Purpose
Directs the commission on uniform state laws to study and report on establishing uniform regions of the state for use by all agencies of the state.
Summary of provisions
Section 1 amends section 165 of the Executive Law by adding a new subdivision 2 requiring the Commission on Uniform State laws to create uniform state agency geographical regions within the State of New York.
Section 2 establishes the effective date.
Justification
Through the years, many state agencies have devised regional jurisdictions across the state so that they can better manage large geographical areas within their purview. Currently, many of these state agencies have different geographical regions spanning New York State and no two state agencies use the same divisions or regional boundaries. For example, the State Police have 11 troop headquarters statewide, The Department of Transportation has 11 regions statewide, The Department of Environmental Conservation has 9 regions statewide, the Department of Parks, Recreation and Historic Preservation has 12 regions statewide, the Department of Economic Development has 10 regions statewide and the Office of Real Property Tax Services has 4 regions statewide. None of these regions conform and they are all completely different which only serves to create a confusing web of state agency regional offices. This bill will direct the Commission on Uniform State Laws to coordinate statewide agency regions so that they are the same in size and geographical boundary.

Fiscal implications
Costs should be minimal since this bill only seeks uniform state agency regions and no new staff or bureaucracies to implement. Agencies will simply be forced to coordinate geographical regions and incur minimal administrative costs, such as new stationary, new state agency mapping and coordination.
Effective date
This act shall take effect immediately.
