Title of bill

An act to amend the administrative code of the city of New York, in relation to requiring parking spaces be striped for muni-meter controlled spaces

Purpose

To require that muni-meter spaces be striped for muni-meters controlled spaces.

Summary of provisions

Section 1 of this bill amends the administrative code of the city of New York by adding a new section 19175.5 concerning the striping of parking spaces for all muni-metered spaces. Subsection (a) defines the terms "muni-meter" and "striping or striped." Subsection (b) states that any parking space controlled by a munimeter shall be striped.

Section 2 of this bill states that this act shall take effect on the one hundred twentieth day after it shall have become a law; provided, however, that effective immediately, the addition, amendment and/or repeal of any rule regulation necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.

Justification

Current muni-meter parking is not striped to create clear, designated parking spaces. This result leads to drivers parking in areas where there is no parking, such as in crosswalks, bus lanes, and driveways. This creates hazards for pedestrians and disrupts the flow of traffic. When drivers are ticketed, they may not even be aware that where they parked was not technically a space. In order to more efficiently use the spaces where muni-meter parking is allowed and to prevent the potential for traffic hazards and driver confusion, this bill would require that all muni-meter spaces in the city of New York be striped to clearly designate available parking spaces.
