Title of bill

An act to amend the public health law, in relation to establishing an educational program and screening standards for preventing sudden cardiac arrest among student athletes

Purpose

To establish standards and tools for preventive screening of sudden cardiac arrest among student athletes through the creation of an outreach campaign, professional development protocol, and interscholastic medical evaluation form.

Summary of provisions

Section adds a new § 2508 to the Public Health Law which will require the development of: (a) a public education and outreach campaign for students, parents and school officials to promote sudden cardiac arrest prevention and education (b) a standardized model physical evaluation form designed health care practitioners (c) a cardiac screening professional development protocol to increase the assessment skills of health care practitioners.

Justification

Sudden cardiac arrest from underlying hypertrophic cardiomyopathy (HCM) is a tragic but preventable danger to young people, including student athletes. Thorough screening of young people for signs of HCM, and other genetic, congenital, or acquired cardiac abnormalities and diseases is crucial as they can often be mistaken for more minor heart or respiratory conditions. This bill directs the Commissioner, in consultation with the medical community, to establish an outreach campaign for students, parents, and educators as well as a cardiac screening professional development protocol for healthcare professionals. The bill also supplements existing health examination and certification requirements by creating a new evaluation form based on the standards established by the professional development protocol in order to better target, screen and prevent the specific risk of sudden cardiac arrest among student athletes.
