Title of bill

An act to amend the retirement and social security law, in relation to increasing the survivor's benefit of a retired state employee

Purpose

To increase the amount of the survivor's benefit paid to survivors of retired state employees by $500.

Summary of provisions

Section 1 of this bill amends Retirement and Social Security Law section 657(2) to increase the lump sum benefit paid to survivors of deceased retired state employees by $500.

Section 2 of this bill provides that this act shall take effect immediately.

Justification

In 1989, this section of law was moved from the Civil Service Law to the Retirement and Social Security Law. Since that time, the survivor's benefit has not increased. The history of this benefit suggests that it was intended to provide survivors with a modest sum for final expenses, including funeral and burial costs, for deceased state retirees. Inflation has seriously eroded this minimal lump sum leaving the $2,000 or $3,000 far below the average current cost for funeral and burial expenses. This modest increase, is well earned, well deserved and long overdue.
