Title of bill
An act to amend chapter 142 of the laws of 2014, amending the environmental conservation law relating to authorizing hunting in the county of Livingston, in relation to making the provisions thereof permanent; and to amend the environmental conservation law, in relation to making deer and bear hunting in the county of Livingston permanent
Purpose or general idea of bill
This bill would make permanent a chapter of law allowing the use of rifles for the taking of big game in Livingston County.
Summary of specific provisions
Section 1: Amends Section 3 of Chapter 142 of the Laws of 2014
Section 2: Amends paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law to add a new item (k)
Section 3: Amends item (f) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as separately amended by chapters 72 and 74 of the laws of 2015
Section 4: Sets forth the effective date
Justification
In several areas of the state, sportsmen are allowed to hunt big game with rifles. On a temporary basis, Livingston County hunters have been permitted to use rifles for the hunting of big game for the past two years. This provision is set to expire in October 2016. This legislation has been important in the county because it is an effective method of bear and deer population control. Making this provision of law permanent is important for continuing this practice in the county.
Prior legislative history
New Bill.
Fiscal implications
None to the state.
Effective date
This act shall take effect immediately; provided, however, that sections two and three of this act shall take effect upon the expiration and reversion of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as provided in section 13 of chapter 600 of the laws of 1993, as amended.
