Title of bill

An act to amend the tax law, in relation to the farm workforce retention credit

Purpose

To amend the farm workforce retention credit as proposed in legislative bill numbers S6409-C and A.9009-C by doubling the amount of the credits.

Summary of provisions

Section 1. Increases the amount of the current Farm Workforce Retention Credit by doubling the amount of the credit available to taxpayers.

Justification

The FY 2017 Enacted Budget creates a Farm Workforce Retention Credit that allows eligible farm employers to claim a refundable tax credit for each farm employee that is employed for 500 or more hours each year. The credit is equal to $250 per eligible farm employee in 2017, $300 per eligible farm employee in 2018, $500 per eligible farm employee in 2019, $400 per eligible farm employee in 2020, and $600 per eligible farm employee in 2021. This bill would double the available credit by amending the credit to equal $500 per eligible farm employee in 2017, $600 per eligible farm employee in 2018, $800 per eligible farm employee in 2019, $1,000 per eligible farm employee in 2020, and $1,200 per eligible farm employee in 2021.

The Farm Workforce Retention Credit is aimed at providing relief to farmers who are incurring increased expenses through wage escalation for the next five years. The Farm Workforce Retention Credit is a positive step forward but additional relief is necessary to ensure our farms continue to grow and prosper throughout the State.
