Title of bill
An act to amend the correction law, in relation to directing the division of criminal justice services to notify the appropriate agencies, within 48 hours of the receipt of a change of address, or of enrollment, attendance, employment or residence at an institution of higher education by a sex offender
Purpose or general idea of bill
This bill will require the Division of Criminal Justice Services to notify local law enforcement of the change of residence of sex offenders in no more than forty-eight hours.
Summary of specific provisions
This bill requires the Division of Criminal Justice Services to notify local law enforcement in no more than forty-eight hours that a sex offender has had a change of address. This bill also requires the Division to notify law enforcement regarding a change of residence to another state, or a change of status at an institution of higher education.
Justification
Currently, there is no time frame for the Division to report the change of address of a sex offender to local law enforcement. Introducing this time requirement to be no more than forty-eight hours will allow law enforcement agencies to adequately monitor the location of sex offenders. This bill will assist law enforcement agencies in protecting their communities from those who may reoffend. It also creates a uniform time frame for the Division to contact local law enforcement. This bill will create stronger interagency communication, specifically between the Division and local law enforcement agencies, and allow for a more up-to- date sex offender registry.
