Title of bill

An act to amend the labor law, in relation to exemptions from licensure requirements

Purpose

The purpose of this bill is to ensure the safety of residents of the New York City Housing Authority by ensuring that only licensed professionals are performing mold assessment, abatement, and remediation.

Summary of provisions

This would amend Labor Law Section 933, Subdivision 4, to provide that the New York City Housing Authority is subject to the requirements of Chapter 551 of 2014, (as amended by Chapter 90 of 2015).

Justification

Chapter 551 of 2014 (amended by Chapter 90 of 2015) added a new Article 32 to the Labor Law establishing the licensing of mold inspection, assessment and remediation specialists and minimum work standards. The New York City Housing Authority is currently exempt from these requirements; this bill would remove the exemption.
