Title of bill
An act to amend the general city law, in relation to exempting the city of Olean from article four of the general city law
Purpose
This bill would exempt the city of Olean from article four of the general city law, which requires that a city maintain a board of plumbing examiners that is charged with the licensing of master plumbers authorized to do business in the city.
Summary of provisions
Section 1 amends subdivision 1 of section 57 of the general city law, as separately amended by chapters 639 and 661 of the laws of 1993.
Section 2 sets forth the effective date.
Justification
This legislation was requested by the Common Council of the City of Olean, County of Cattaraugus in Resolution Number 11-16.
Article four of the General City Law requires that cities in New York State maintain a board of plumbing examiners. This board is responsible for the licensing of master plumbers who are authorized to do business in the city.
The City of Olean is currently experiencing a shortage of resident master plumbers who could be appointed to the Board as well as a shortage of licensed master plumbers who are available to provide services to the City's residents.
The City's Director of Public Works, the Mayor, and the Common Council will enact a licensing procedure that will allow authorized individuals and corporations who meet the licensing requirements to obtain a certificate of competency that would enable them to provide services to the residents of the City.
