Title of bill

An act to authorize the village of Hudson Falls, in the county of Washington, to discontinue use of certain parkland

Purpose

Authorizes the Village of Hudson Falls, in the county of Washington, to discontinue use of certain lands as parklands.

Summary of provisions

Section 1 authorizes the Village of Hudson Falls to discontinue the use of land dedicated as parkland for municipal parking.

Section 2 gives a description of the parcel of land.

Section 3 requires the Village of Hudson Falls to dedicate an amount equal to or greater than the fair market value of the parcel for capital improvements of existing park and recreational facilities, or for the acquisition of such.

Section 4 requires the Village of Hudson Falls to comply with any federal requirements pertaining to the alienation or conversion of parklands upon receipt of any funding support or assistance from the federal government for the purchase, maintenance or improvement of such parklands.

Section 5 establishes an effective date.

Justification

This bill would authorize the Village of Hudson Falls to use a parcel of land labeled as parkland to construct municipal parking. The village has seen an expansion of development near this parcel of land, and this development has resulted in a substantial need for additional public parking. This land, originally dedicated as a playground, has not been used for that purpose or general park purposes for decades. The land has served no useful purpose for years, but represents an important catalyst of the economic, cultural, and aesthetic development of the community. To compensate for the alienation of this land, the village will be making improvements to Wall Street Pond Park, including the development of several miles of a walking and bike trail through village lands and connecting with the Feeder Canal Trail. In addition, the pond will be dredged and improved to accommodate skating in the winter and fishing in the summer, with a picnic area as well.
