Title of bill

An act to amend the executive law, in relation to establishing a daily terror threat briefing to the governor

Purpose

This bill requires the commissioner of homeland security and emergency services, together with the superintendent of the state police, to brief the governor daily regarding terror threats to the state.

Summary of specific provisions

Sections one and two of the bill requires the commissioner of homeland security and emergency services, together with the superintendent of the state police, to brief the governor on a daily basis regarding terror threats to the state. In the event that the governor is unavailable to receive the daily briefing, the briefing shall be delivered to the senate majority leader and speaker of the assembly.

Section three provides that this act shall take effect one day after it shall have become law.

Justification

New York remains the number one terrorist target world-wide. This legislation will help ensure that the Governor of our state has the most accurate and up-to-date information concerning the terrorism threats our state faces. By mandating daily terror threat briefings, as is done in Washington with the President, we can be sure that the governor has the information he needs when making policy decisions which impact our safety and security. Through information sharing and proper deployment of resources, our governor has the ability to prevent another catastrophic attack from occurring in New York.

The most important function of government will always be the safety and security of the people it serves. In light of the deteriorating conditions around the world, this prudent measure could save many lives.
