Title of bill
An act to amend the highway law, in relation to designating a portion of the state highway system as the "Wayne C. Speenburgh Memorial Highway"
Purpose
This bill relates to designating a portion of State Route 23, in the Towns of Ashland and Windham, both in the County of Greene, as the "Wayne C. Speenburgh Memorial Highway".
Summary of provisions
Section 1: Adds section 344-e to the highway law.
Section 2: Provides that the commissioner of transportation shall install and maintain the ceremonial signage.
Section 3: Establishes the effective date as immediately.
Justification
Mr. Wayne Speenburgh passed away on September 17, 2015, after a long health battle, leaving a void within the Greene County community. Mr. Speenburgh, a proud United States Army Veteran, who served during Vietnam, was a postmaster for the Coxsackie Post Office from 1970 until his retirement in 2000. At that time, Mr. Speenburgh continued his role in public service and was first elected to the Greene County Legislature in 2004, serving as both a member and Chair of several committees and task forces during his tenure in political office. Most notably, upon his re-election to his second term in 2007, Mr. Speenburgh was elected as Chairman of the Greene County Legislature by his colleagues, a position he held until his illness forced him to step down.
With Mr. Speenburgh's devoted and resilient leadership, he saw Greene County through some difficult times including a destructive fire at the Catskill Transfer Station and the widespread devastation experienced throughout the County, caused by Hurricane Irene. A portion of the state highway system, which is to be designated and known as the "Wayne C. Speenburgh Memorial Highway", will be a constant reminder of Mr. Speenburgh's life-long dedication to enhancing the quality of life for all residents of Greene County.
