Title of bill
An act to amend the state finance law, in relation to state assistance for eligible cities and eligible municipalities with a video lottery gaming facility
Purpose or general idea of bill
This bill will allocate 1.5% of the estimated net machine income (ENMI) from the approved video lottery terminals (VLT) to the local towns and municipalities hosting the video lottery terminals.
Summary of specific provisions
Section 1. Amends Section 54-1 of the State Finance Law
1. Adds definitions of "newly eligible municipality" and "estimated net machine income"
2. Appropriates state aid of 1.5% of ENMI to eligible municipalities.
3. Requires state aid to be used to defray local costs or minimize property taxes
4. Payments must be made by June 30th of each state fiscal year
Section 2. Effective Date
Justification
This bill will ensure that local municipalities will have the appropriate resources to accommodate a video lottery terminal in their community. Under the Upstate New York Gaming Economic Development Act, Nassau and Suffolk County were both awarded licenses to host 1,000 VLTs. However, this law did not include language to provide these host communities with the same aid that racino communities currently receive. It is vital that these towns and villages with new facilities receive aid comparable to other municipalities who host VLTs.
There been concerns voiced by local government officials about the strain on resources should the video lottery terminal facility be located in their municipalities. This aid is to defray increased costs on local government services. As a result of the frequent activity associated with hosting VLTs, municipalities often require aid to assist their public works and public safety departments.
