Title of bill

An act to amend the education law, in relation to part-time tuition assistance program awards

Purpose or general idea of bill

The purpose of this bill is to provide more flexibility for Part-Time TAP eligibility.

Summary of provisions

Section 1 would amend Section 667-c of the Education Law to eliminate the requirement that students attend college full-time for a year before becoming eligible for part-Time TAP.

Section 2 would provide that the effective date be immediate.

Justification

TAP needs to be realigned so that it is flexible enough to meet the needs of all types of New Yorkers, not just the "traditional" full-time student that it was initially designed to serve.

Currently, in order to be eligible for Part-Time TAP, a student must have earned 12 credits or more in each in two consecutive semesters and maintain a minimum "C" average. This bill eliminates that requirement. Part-Time students should have immediate access to TAP as some students cannot afford to attend college full-time or have family or work obligations that prevent them from doing so. This bill would grant that flexibility to Part-Time students.
