Title of bill

An act to amend the education law, in relation to creating a license requirement for the profession of prosthetics

Purpose

This legislation would establish the profession of prosthetics as a licensed profession.

Summary of provisions

Section 1. This bill amends education law by adding a new article 168 to create a license requirement for the profession of prosthetics in New York State. It provides for the creation of a State Board for prosthetics, the requirements to obtain a professional license or limited permits, and exemptions certain individuals from its requirements.

Section 2. Effective date.

Justification

Recently advances in technology have rapidly improved the capabilities of various prosthetic devices. The use of 3-D printing, the innovation of new sensors, and lighter materials are leading the way to the future of prosthetics.

The proper fabrication and fitting of prosthetic devices is complex and requires specialized knowledge. Prosthetists who have met the educational requirements and certification standards as established by this legislation are ensured of possessing the skills necessary to provide proper treatment to these patients.

New Yorkers deserve a competent health care workforce that can help create and properly fit prosthetics to meet their needs. The State of New York has a long tradition of protecting the safety and health of individual recipients of professional services by setting high standards for the licensing and conduct of providers of such services. This legislation would ensure that prosthetists are licensed and accountable.
