Title of bill
An act in relation to establishing the state police communication interoperability demonstration project
Purpose
This bill is to authorize the state police to create a communication interoperability demonstration project.
Summary of provisions
§ 1-1 establishes that radio communications problems exist between state and local law enforcement agencies warranting the authorization of this interoperability demonstration project.
§ 1-2 defines for the purposes of the communication interoperable demonstration program a geographic area that the state deems most appropriate for this program.
§ 1-3 to the extent possible, the state should take into account such areas, as defined in § 1-2, that may already contain the necessary infrastructure as to facilitate a more efficient roll-out of the program.
§ 1-4 defines how the project will be funded through a pre-existing funding source within the New York State Division of Homeland Security and Emergency Services.
§ 1-5 allows for the state to determine the best vendor(s) for this program based on familiarity of the program, readiness to complete in the most cost efficient and timely manner off existing OGS Radio Contract.
§ 2 - establishes the effective date.
Justification
On June 6, 2015 Richard Matt and David Sweat escaped from the Clinton Correctional Facility in Dannemora. Those involved in the manhunt have citied significant radio communications problems such as coverage gaps, no coverage at all, interoperability between the state police radios and local and federal radios, and a continued lack of encryption.
It is envisioned that this pilot project will engender the development of a test system in one state police Troop, utilizing local and state infrastructure cooperatively, to demonstrate a solution to the interoperability issues which continue to plague the system.
