Title of bill
An act to amend chapter 325 of the laws of 2015, authorizing the commissioner of general services to transfer and convey certain unappropriated state land to the county of Greene, in relation to using the land for a 911 emergency call center; and other necessary law enforcement and municipal facilities
Purpose
This bill relates to the transfer and conveyance of certain unappropriated state land to the county of Greene, in relation to using the land for a 911 emergency call center.
Summary of provisions
Section one of this bill amends Subdivision (a) of Section 5 of Chapter 325 of the Laws of 2015, to allow for the already conveyed property to be used for purposes of operating and maintaining a county correctional facility, to also be used for a 911 emergency call center and other necessary law enforcement and municipal facilities.
Section two of this bill provides for an immediate effective date.
Justification
The Greene County Correctional Facility has reached its functional obsolesce and the Commission of Corrections has strongly insisted that a new facility must be built. In support of this, the State Legislature passed a bill last year to authorize the Commissioner of General Services, subject to the approval of the Commissioner of Corrections and Community Supervision, to convey 50 acres of land to Greene County to be used exclusively for the purposes of building a new jail on the Corrections and Community Supervision campus in Coxsackie, NY.
Since then, the County has begun developing initial plans for their new correctional facility and has found that housing additional public safety, law enforcement and municipal facilities at this location, along with the jail, would provide for the most efficient use of this property. To allow the County to use this land to its maximum potential, they have requested the advancement of this chapter amendment to provide some relief from the restrictive, exclusivity language of the original land conveyance legislation.
