Title of bill

An act to amend the social services law, in relation to standards and funding for health homes

Purpose

To establish review and reporting procedures with regard to health home cost and quality measures, and to align reimbursement to health homes with Federal standards set out by the Center for Medicare and Medicaid Services.

Summary of provisions

This bill makes several amendments to section 365-1 of the social services law by amending existing subdivisions and adding two new subdivisions 1-a and 10. The bill requires the Department of Health to report annually to the chairs of the health and fiscal committees of the legislature regarding health home services-related health savings and compliance with quality standards, and it requires the commissioner to file a report to those legislative committees before funds for health home services may be dispersed.

Additionally the bill also requires all health homes to comply with federal quality standards set out by the Center for Medicare and Medicaid Services ("CMS") in order to be eligible for funding and it would require health homes receiving funds through participation in a criminal justice program under subdivision 2-b of this section to report annually to the chairs of the health and fiscal committees of the legislature. Finally, the bill requires that all health home contracts must be reviewed every two years and will only be eligible for recertification if the health home has met the quality standards set out in this section.

Justification

As New York continues to transition to a managed care model for behavioral health services, it is essential to ensure that health homes are providing the quality of care needed to meet the needs of patients and that funding is being used in the most effective way possible. This bill establishes a uniform system of reporting and evaluation of health home costs and performance that will help to both immediately address shortcomings in health home services as well as creating a framework to adapt to challenges arising as New York continues to implement the managed care model.

The challenges associated with the managed care transition are further intensified by an expanding population of patients with both significant medical and behavioral health needs. By aligning reimbursement and contract recertification requirements with CMS benchmarks, this proposal will ensure the health homes efficiently assess and provide care coordination that is expected and consumer get good care.
