Title of bill
An act to amend the public authorities law, in relation to permitting persons sixty-five years of age or over and all persons who are disabled or handicapped to use the commuter railroad facilities of the Metropolitan transportation authority at half fare
Purpose
This bill amends section twelve hundred sixty-six of the public authorities law by the addition of a new subdivision to be subdivision three-a. The bill continues the rules and procedures allowing persons sixty-five years of age and over and all persons who are disabled or handicapped to use the facilities of the commuter railroad at a reduction of one-half of the charge for a single trip ticket. The bill prohibits the MTA's discontinuance or reduction of reduced rates now in existence for the elderly and disabled.
Justification
This bill would insure the continuation of inexpensive transportation for those citizens of the State of New York sixty-five years and older and all persons who are disabled or handicapped whose incomes are not large enough to meet the rising costs of transportation. The reduced rates now offered are tied into Federal operating assistance under the National Mass Transportation Assistance Act of 1974. Should this Federal funding requirement be eliminated, the MTA would be mandated to continue this worthwhile program.
