Justification

For individuals with a mental or physical disability, or cognitive impairment including executive function deficits, navigation of the lengthy, complex public assistance system is extremely difficult.Without extra support, these individuals are less likely to complete the application process, comply with the requirements of the public assistance system (including employment), or attain full or partial self-sufficiency.

According to a report by the Presidential Task Force on Employment of Adults with Disabilities, up to 28 percent of public assistance beneficiaries suffer from mental health conditions.A significant number of these individuals also have physical disabilities and some have multiple impairments.

Executive Function (EF) is a set of mental skills that help you get things done. These skills are controlled by the frontal lobe of the brain. These skills include:

* Impulse Control - the skills used to filter distractions, override impulses, resist temptation and maintain focus

* Working Memory - the ability to mentally hold and manipulate information over short periods of time, simultaneously think of multiple things, follow - multi step instructions

* Mental Flexibility - the ability to readily switch gears, multitask, adjust plans, re-establish priorities, apply different rules or social skills in different settings and innovate

Studies indicate that persistent stress and exposure to trauma and violence can inhibit the prefrontal cortex from optimally developing these key decision making executive function (EF) skills. However, if opportunities to practice EF skills are presented, the brain can physically develop networks of neural connections in the areas of the prefrontal cortex that support these functions.
