Title of bill
An act to amend the public health law, in relation to quality innovation and improvement through home care
Purpose
To create a program promoting quality innovation and improvement through home care.
Summary of provisions
This legislation amends the public health law to establish a new section under article thirty-six (home care) to provide for a program for quality innovation and improvement in health care though the home care system. The legislation would facilitate home care provider efforts in critical public health priority areas like falls prevention, sepsis, cardiovascular health and more. It would also seek enhancements in care and care management, promotion of quality excellence through a first-of-its kind comprehensive quality measurement and analytical tool, specialized staff training, promotion of clinical guidelines and pathways and related evidenced-based/best-practices, and other.
The legislation authorizes the commissioner of health to support such innovation and improvements through programs, policies and grants, subject to grant or ratemaking, further subject to the state budget and sources of funding that could be tapped and channeled for these purposes.
Justification
The state's major new models of care and health reforms are heavily dependent on a successful shift to home and community based care. Moreover, as individuals increasingly prefer care at home options, and increasingly individuals with significant long term and/or complex conditions depend on this care, investment in quality, leading also to cost-effectiveness is an imperative.
This legislation would promote essential and in a number of cases nationally groundbreaking initiatives in health care innovation and quality through the home care system.
