Title of bill
An act to amend the education law, in relation to financing of community colleges
Purpose
Requires that New York State must provide seventy-five percent of the cost for capital critical maintenance for SUNY community colleges and sixty-percent of the cost of new capital construction projects for SUNY community colleges.
Summary of provisions
Section 1. Amends education law section 6304(1)(c) to provide that the local sponsor or sponsors of a SUNY community college shall provide twenty-five percent of the amount of existing capital critical maintenance and forty percent of all other capital costs.
Section 2. Amends education law section 6304(8)(a) subparagraphs (ii) and (iii) to provide that the local sponsor or sponsors of a SUNY community college shall provide twenty five percent of the amount of existing capital critical maintenance and fort percent of all other capital costs.
Section 3. Sets forth the effective date.
Justification
State support is key to getting new capital projects off the ground and it is vital that the State provide this support along with the local sponsor in order for there to be improvement on community college campuses.
Currently, there are many distressed counties which cannot afford to get new capital construction off the ground for community college campuses. Many of these campuses across the State are in dire need of funding in order to update their campus buildings. Without this State assistance, many of these campuses critical maintenance and new construction projects will not happen.
The State must support its public higher education system and SUNY community colleges play a vital role in educating New York State students. SUNY community colleges help to educate many students and put them out into the workforce or allow them to finish a bachelor's degree at a 4 year campus after their community college education. These institutions are essential and providing the proper amount of capital so their facilities can be updated shows State commitment to the importance of these institutions.
