Title of bill
An act to amend the education law, in relation to tuition assistance program awards
Purpose
s legislation would raise the maximum amount for an award through the tuition assistance program (ZAP) to match the tuition level of City University of New York (CUNY) schools.
Summary of provisions
Section 1 amends the education law by adding a new sub item raising the maximum TAP award to an amount equal to that year's tuition at CUNY schools.
Section 2 amends the education law in reference to those students who have been granted exclusion of parental income and who have a spouse by no dependent by adding a new sub item to raise the maximum TAP award to match that year's tuition at CUNY schools.
Section 3 sets the date in which this act takes affect.
Justification
Unlike other universities in New York, CUNY schools are required to cover the difference between maximum TAP awards and the cost of tuition for those students who are eligible to receive a maximum TAP award. With the maximum TAP award remaining unchanged since 2001, the maximum possible award is still considerably less than CUNY's yearly tuition, meaning there will always be an inherent budget shortfall for CUNY schools. Raising the maximum award not only helps those students in need but also protects the CUNY system.
