Title of bill
An act to amend chapter 305 of the laws of 2013 amending the environmental conservation law, relating to the management of American lobster, in relation to the effectiveness thereof
Purpose or general idea of bill
To extend the existing lobster season closure.
Summary of specific provisions
This bill would maintain the existing seasonal lobster fishery closure, in Lobster Conservation Management areas 2, 3, 4, 5 and 6, until December 31, 2018.
Justification
In 2012, the Atlantic State Marine Fisheries Commission (ASMFC), which manages certain interstate marine species including lobster, required states to address declining lobster populations and rebuild stock. New York fulfilled the requirement by imposing restrictions on the lobster season. The ASMFC restrictions are in place but the season restrictions are set to expire on December 31st of this year. This legislation would extend the existing restrictions until December 31, 2018.
Prior legislative history
This is new legislation, but it extends Chapter 305 of the Laws of 2013. Fiscal Implications For State And Local Governments: None to the State.
Effective date
This act shall take effect immediately.
