Title of bill

An act authorizing the commissioner of general services to sell and convey certain land located in the city of New York to Montefiore Medical Center

Purpose

To authorize the sale of state property located at 170 E. 210th Street in the Bronx, to Montefiore Medical Center to be used to expand access to patient care services associated with primary, specialty, and/or pediatric care. The building on the parcel is currently vacant, but is authorized to be used by the Office of Children and Family Services to operate a residential facility.

Summary of provisions

This bill enacts an unconsolidated provision to authorize the NYS Office of General Services to sell state property to Montefiore Medical Center at fair market value, subject to the receipt and acceptance of a certified appraisal of the value of the property, in accordance with the provisions of Article 6-E of the Executive law.

Justification

The high growth in its inpatient and outpatient volume has led Montefiore Medical Center to examine various options to expand its Moses campus facilities in a way that will maintain efficient and collaborative arrangements with its growing complement of primary and specialty care experts. This campus currently houses Montefiore's Moses Hospital, its largest inpatient facility, its nationally ranked Children's Hospital at Montefiore, and a strategically located outpatient care facility, the Greene Medical Arts Pavilion, which provides a seamless connection to outpatient primary, specialty, and pediatric care once patients are discharged.

The current state facility located at this site, which is vacant, was authorized to provide residential services to children under the responsibility of the Office of Children and Family Services. However, no program is currently operating. Its location directly adjacent to both the hospital and the medical arts pavilion provides one of the only options to expand Montefiore's capacity for critical health care services in a manner that is convenient for patients and the community.
