Title of bill

An act to amend chapter 631 of the laws of 1947, facilitating the development by the Port of New York Authority of marine terminals, in relation to prohibiting transloading of certain waste at facilities in Richmond county

Purpose or general idea of bill

Relates to prohibiting the transloading of certain wastes at facilities in Richmond county

Summary of specific provisions

Prohibits the Port Authority of New York and any of its affiliated or subsidiary corporations from engaging in the transloading or municipal solid wastes, toxic wastes or hazardous wastes at any facility in Richmond county, unless such wastes originate in Richmond county.

Justification

An initiative to prevent Howland Hook, or any other site in Staten Island, from becoming a transfer facility for the entire City's daily output of garbage. Staten Island will accept responsibility for handling and transporting the trash it generates locally, and would like for the other four boroughs to do the same, without using the ports in Staten Island as a transloading station.
