Title of bill

An act to amend the racing, pari-mutuel wagering and breeding law in relation to the operation of commercial casinos

Purpose of the bill

This bill would clarify the permissibility of credit to patrons at commercial casinos. Summary of Provisions:

Section 1 of the bill would amend section 1339 of the racing, pari-mutuel wagering and breeding law to clarify that the activity described in paragraph (a) -- cashing a check, making a loan or providing credit -is permitted to players by gaming facility licensees, so long as a written record is maintained.

Section 2 of the bill would make it effective immediately.

Justification

The ability of commercial casinos to extend credit to players taking part in gaming activity is an important component of commercial casino operations. The law should provide that such credit is permissible, so long as a written record thereof is maintained in accordance with the rules of the Gaming Commission.

Prior legislative history

This is a new bill.

Fiscal implications

The provision of credit to casino gaming players is expected to increase casino gross gaming revenue, which would increase tax revenue to the State.

Effective date

This act shall take effect immediately.
