Title of bill

An act to amend the mental hygiene law, in relation to establishing the autism spectrum disorders advisory board

Purpose

Directs the Office for People with Developmental Disabilities (OPWDD) to establish the autism spectrum disorders (ASD) advisory board.

Summary of provisions

This proposal would add a new section 13.42 to the mental hygiene law directing the OPWDD to create an ASD advisory board. The board would be required to perform tasks and duties including submitting a report annually to the Legislative leaders no later than October 1st that will include recommendations aimed to improve upon current ASD supports and services and interagency coordination of such supports and services.

Justification

The Centers for Disease Control and Prevention estimates that an average of 1 out of every 68 children in the United States is diagnosed with an ASD. Research has shown that early detection of ASD, when followed by appropriate interventions, can lead to better outcomes for individuals affected by autism. This bill would assist New York State in providing the most effective supports and services for individuals diagnosed with ASD by creating an advisory board that will perform tasks and duties and submit a report annually to the Legislative leaders no later than October 1st. The report will include recommendations on the effectiveness of current ASD supports and services, as well as any legislative or regulatory action, or interagency coordination that may improve the delivery of such services.
