Sponsor's memo

Title of bill

An act to amend the transportation law, in relation to establishing the temporary advisory board on upstate transit funding; and providing for the repeal of such provisions upon expiration thereof

Purpose or general idea of bill

To improve the availability and quality of public transportation services.

Summary of specific provisions

The bill would establish a new "Upstate Transit Funding Board" within the Department of Transportation, composed of the Commissioner and nine other members to study, develop and make specific recommendations for the growth, stability and sustainability of State public transit funding options and preparing a report to the Governor and Legislature of its findings and recommendations.

Justification

Public transportation systems all across upstate New York provide critical transportation links between individuals and work, medical appointments, school, shopping, and other destinations. It has been estimated that upstate public transportation systems carry more than 570,000 riders every day, making them the equivalent of the seventh largest transit system in the country. Transit offers riders mobility, and is a vital component in the transportation infrastructure for economic development, job growth, anti-poverty and housing initiatives, energy conservation and environmental protection.

Fares alone are not sufficient to cover all the costs of providing transit services, and as a result public transit systems must rely on annual State funding. This bill will provide a means by which sustainable funding options can be identified in order to provide for growth and stability in the public transportation operating assistance account, thus creating further opportunities for supporting mobility options for upstate New York residents.
