Title of bill

An act to amend the highway law, in relation to the "Upper Hudson Wine Trail"

Purpose of the bill

To designate the "Upper Hudson Wine Trail" within the "Upper Hudson American Viticultural Area" in order to promote regional agriculture.

Summary of specific provisions

Section 1 amends the section heading of section 343-k of the highway law by adding a new subdivision 11, designating portions of the state highway system as the "Upper Hudson Wine Trail." Subdivision 11 establishes the routes for the "Upper Hudson Wine Trail" which shall include an east and a west trail.

Section 2 is the effective date.

Justification

Wine trails are excellent parts of the agri-tourism market, generating increased room nights and dollars for local economies. The Upper Hudson region is an area of growth and opportunity for both established and emerging vineyards and wineries, and the unique agricultural characteristics of the region allow for a federal American Viticultural Area (AVA) designation. This designation identifies certain regions with distinctive grape-growing climates and environments in order to enhance the legitimacy of the grapes grown in that region.

To establish a standard that will promote regional agriculture, the "Upper Hudson Wine Trail Association" will require that 60% of the wine sold in prospective and current member wineries' Wine Tasting & Sales Rooms consist of grapes and/or fruit grown, processed, and bottled in the "Upper Hudson AVA."

Establishing the "Upper Hudson Wine Trail" within the "Upper Hudson AVA" will encourage increased consumer awareness of this region's wine and grape industry and facilitate the development of an "Upper Hudson" brand that local residents and tourists alike can recognize and enjoy.
