Title of bill
An act to amend the public housing law, in relation to directing the commissioner of housing and community renewal to promulgate regulations, rules and policies providing for review of compliance with section 3 of the federal Housing and Urban Development Act of 1968
Purpose or general idea of bill
The purpose of this bill is to obtain information regarding public housing authorities' compliance with Section 3 of the Federal Housing and Urban Development Act of 1968 throughout the State.
Summary of specific provisions
This bill would require the Division of Housing and Community Renewal (DHCR) to promulgate regulations, rules, and policies which provide for the review and determination of compliance with Section 3 of the Federal Housing and Urban Development Act of 1968. The commissioner would be required to submit a report detailing the findings of such investigation to the Speaker and Minority Leader of the Assembly, and the Temporary President and Minority Leader of the Senate, every six months.
Justification
At this time we need to ensure that local residents are getting the job and economic opportunities that are entitled to them in Section 3. Too often, we are not aware of the actual progress or plan of action for Section 3 enforcement. This metrics based reporting will give us more transparency and accountability into the process to have more residents hired, especially those residing within in NYCHA developments.
