Title of bill

An act to amend the executive law, in relation to the compensation of presidents of the state university of New York and city university of New York

Purpose

To provide that no president of any SUNY or CUNY college shall receive compensation exceeding that of the chancellor of their respective university system. This would not apply to presidents of SUNY university centers or medical centers, as identified in section 352 of the education law.

Summary of provisions

Amends subdivision 3 of section 169 of the executive law to provide that no president of an SUNY or CUNY university shall receive annual compensation from any state agency, including the SUNY Research Foundation, which in the aggregate, exceeds the annual compensation provided to the chancellor of their respective university system. This compensation limit, however, shall not apply to the presidents of SUNY university centers or medical centers.

Justification

As we work towards providing all New Yorkers with access to quality and affordable higher education, we must ensure that both SUNY and CUNY continue to control costs at all levels. SUNY and CUNY are, respectively, the 1st and 3rd largest university systems in the nation. This legislation recognizes the immense responsibilities placed on both chancellors, and ensures that with limited exception, their compensation is not exceeded by the campus presidents each oversee.
