BILL NUMBER:S882
Title of bill
An act establishing the "New York city construction safety task force"
Purpose or general idea of the bill
Establishes the New York City construction safety task force to provide an ongoing forum and vehicle for improving and enhancing workplace safety in the construction industry.
Summary of provisions
The bill establishes a thirty-eight member task force to advise the city on issues related to safety in the construction industry in New York City and to propose changes in rules and regulations, licensing requirements, enforcement, training and any other issue concerning safety in the construction industry. The members will be representatives from various city agencies, the state department of labor, AFL-CIO labor unions, property owners, developers, contractors, immigrant advocacy organizations, workplace safety advocacy organizations, the AFL-CIO Building and Construction Trades Council and the federal Occupational Safety and Health Administration will be invited to participate. The task force will submit an annual report on the state of safety in the construction industry and on its activities in the prior year.
Justification
To create safe construction workplaces in New York City it is necessary to bring all the participants in the construction industry together on an ongoing basis to evaluate safety and propose changes to existing rules, regulations and practices in the industry. The task force is modeled on the widely acclaimed New York City Scaffold Worker Safety Task Force convened by Mayor Michael Bloomberg in 2006 to address a rash of scaffold related injuries and deaths.
