2 In the last number of weeks we've
3 had colleagues talk about Fort Drum and what it
4 does, what it does for the region and the
5 citizens of our state. We've had West Point Day
6 and, similarly, the importance of West Point to
7 our state and our nation.
8 Today I'm beaming and going to boast
9 about Brookhaven National Lab, BNL. It's in the
10 First Senate District. But while these
11 facilities may be in one Senator's district, they
12 hold extreme importance to all of the citizens of
13 our state and our nation.
14 This is 70 years BNL has been
15 around, Brookhaven National Lab has been around.
16 Senator Larkin? Senator Larkin.
17 SENATOR LARKIN: Excuse me.
18 SENATOR LaVALLE: Thank you.
19 This laboratory is managed by
20 Brookhaven Science Associates, founded by
21 Stony Brook University and Battelle Institute.
22 The lab has 3,000 scientists,
23 engineers, and support staff who are joined
24 yearly by some 4,000 scholars and researchers
25 from around the world.

1 One of the most important things,
2 BNL has housed three research reactors, particle
3 accelerators, and other cutting-edge research
4 facilities that have led to incredible
5 discoveries and seven, seven Nobel Prizes.
6 BNL was initially conceived to
7 design and construct and operate large scientific
8 machines that individual institutions could not
9 afford to develop on their own. They, the
10 scientists and visiting researchers, have used
11 the various facilities to make discoveries in
12 biology, physics, chemistry, geophysics, medicine
13 and material science.
14 Three thousand -- you heard me say
15 3,000 people working at the lab. And what they
16 contribute there, you know, is incredible. We
17 have seven Nobel Prizes. Just think about your
18 own district. How many institutions do you have
19 that have had seven Nobel Prizes?
20 But what I want to just stress here
21 in conclusion is that the individuals who work
22 there are just so great, and their families.
23 They are involved in the local communities within
24 the First Senate District. Whether it be on
25 school boards or fraternal organizations, they

1 are very much involved.
2 So the director of the lab,
3 Doon Gibbs, and the associate vice president for
4 BNL affairs, Rich Reeder, are with us today, and
5 I wanted just to thank them for their leadership,
6 their contributions, and the contributions of
7 their colleagues to enrich all New Yorkers and
8 those of us who live in this great country of
9 ours.

18 We jumped a little bit quickly.
19 Senator Croci also on the resolution.
20 SENATOR CROCI: I want to first of
21 all, Mr. President, thank Senator LaValle for
22 bringing this resolution. Anybody who's from
23 Long Island knows about Camp Upton and its
24 history, now Brookhaven National Lab.
25 The work that they're doing is truly

1 groundbreaking, whether it's the particle
2 accelerator, which is something right out of a
3 Dan Brown novel, or the work that they're doing
4 on addiction medicine -- which all of us I know
5 have issues with in our districts, and certainly
6 we're hopeful that science can one day help with
7 that crisis in our country.
8 So I want to compliment the director
9 and certainly all the staff that's here from
10 Brookhaven National Laboratory, to all of the
11 scientists, engineers and staff who work there.
12 And to Senator LaValle, I know one
13 of the prides of the First Senatorial District is
14 Brookhaven National Lab, and I'm happy to be a
15 neighbor.

20 in support of the resolution.
21 I'd just like to urge all my
22 colleagues from all around the state, if you get
23 an opportunity, come visit Brookhaven National
24 Lab. It's truly remarkable -- the machinery, the
25 science, the technology, the Nobel Prize winners.

1 And I congratulate Doon and the rest of the BNL
2 staff.
3 They're going to dumb it down for
4 you, don't worry about it. You can't understand
5 it. But the advances they're making in so many
6 different areas are historic and great for not
7 only this country but the world.

10 At this point we want to extend the
11 privileges of the house. We welcome our guests
12 from Brookhaven here today. We congratulate you
13 on your recognition here today, and also thank

4 introduction of some important young people.

7 SENATOR JACOBS: Thank you,
8 Mr. President.
9 I rise today to acknowledge some
10 students who came from my district today up to
11 Albany to visit. This is a class of 7th-graders
12 from Hamburg Middle School and their teacher,
13 Jason Steinagle.
14 And I wanted to thank them first for
15 making the trek all the way up from Western
16 New York, getting up bright and early this
17 morning.
18 But they are not just up here for a
19 visit, they are up here to advocate for a piece
20 of legislation that they have played a role in
21 developing that will be before this body
22 tomorrow.
23 Earlier this year, this class was
24 visited by a state trooper, Sean Pierce, and his
25 K9 partner, KD. And through this visit, they

1 became aware of some inequities in the current
2 law in regards to protections for K9 dogs and
3 police horses and animals that are in the line of
4 duty, are injured during that incident, and lack
5 of protections therein.
6 Consistent with the lessons of
7 responsible citizenship that they are learning at
8 their school, and through this great teacher that
9 they are benefited by, they reached out to my
10 office in regards to the need for some reform
11 legislation.
12 Ironically, my colleague Senator
13 Young was working on a piece of legislation right
14 along these lines, talking with another person in
15 law enforcement and their K9 dog that had been
16 injured in an incident by someone who actually
17 stabbed that animal during a crime.
18 And at this point in time, now there
19 is going to be legislation offered tomorrow on
20 this floor, and corresponding legislation in the
21 Assembly.
22 So I wanted to thank the 7th-graders
23 for coming out today, for their work on this, and
24 for the belief that you can actually make change
25 in Albany. So thank you for being here.

1 And I want to warn my members if you
2 run into probably some tough lobbyists outside,
3 that they're going to try to advocate too for
4 this legislation for tomorrow.
5 So thank you very much for the
6 opportunity to be here. Thank you for coming,
7 and safe travels back.

16 reminder, Mr. President.
17 I want to start by thanking
18 Senator Jacobs for welcoming these wonderful
19 students from Hamburg, New York, from Western
20 New York. It's great to see the youth of our
21 community in Western New York coming down here to
22 the Senate to advocate for legislation that's
23 important not only to our community, but all
24 across the state. It's a great lesson to learn
25 to get the youth involved in government at a very

1 early age.
2 And I would ask each and every one
3 of you to stay involved in the community and
4 continue to advocate for legislation that's
5 important to those that you care about -- to your
6 friends, to your neighbors, to your families.
7 And I'd like to welcome them to this
8 house of Buffalo Bills fans. Because in Hamburg,
9 New York, just next door to Orchard Park, where
10 our beloved Buffalo Bills play, we all know that
11 the Bills, being the only New York State team,
12 it's everybody's team. Right?

14 SENATOR KENNEDY: So welcome from
15 Hamburg, New York, to the house of the Buffalo
16 Bills.

18 again welcome the group and be mindful that
19 Senator Kennedy is a hometowner, and we respect
20 that, as well as Senator Jacobs. I think we may
21 have a little bit of difference in the room.
22 But to the young men and women from
23 Hamburg Junior High, thanks for being here, thank
24 you for your interest in public service. We
25 commend you and wish you the best of luck.

7 of some important people.

11 SENATOR KAMINSKY: Thank you,
12 Mr. President.
13 When we think of the soldiers in the
14 war against opioid addiction and the scourge that
15 our communities are facing, sometimes we
16 automatically think of law enforcement, which is
17 appropriate. But there are other soldiers out
18 there fighting the fight that we've sent them out
19 to do every day, and one of them is the Rockville
20 Centre Coalition for Youth.
21 Our state has given out grants for
22 deserving organizations that bring their
23 communities together, be it clergy, law
24 enforcement, the schools, especially -- students,
25 faculty, and administration together. And I have

1 found that the communities that stick together
2 and come up with a common plan and a common goal
3 have done very well and are getting the upper
4 hand in the fight against opioid addiction.
5 One such group is here with us
6 today, and I'd like to welcome the Rockville
7 Centre Coalition for Youth. They applied and won
8 a grant, and that grant is allowing them to do
9 tremendous things, tremendous programming having
10 very positive community messaging, both in
11 educating young people and fighting what's out
12 there on the street.
13 And they came to Albany today, met
14 with some experts on the issue, are learning
15 about what we do here. But we've sent them out
16 to do great work, and they're doing that great
17 work. And it's been such a pleasure working with
18 them and working with the young people that they
19 have brought along with them to fight this fight.
20 When you go to a Rockville Centre
21 Coalition event, there's about a hundred kids
22 there, all pushing the same message together,
23 that we have to be smart about what we do, that
24 there are other ways to have fun that don't
25 involve drugs, that they can make smart decisions

1 and it will reverberate in the years to come.
2 So, Mr. President, I kindly ask that
3 you share the courtesies and the welcome of this
4 house to the Rockville Centre Coalition for
5 Youth, who are fighting the fight on our behalf
6 every day in the great village of Rockville
7 Centre.

8 As chair of the Senate's Task Force
9 on Lyme and Tick-Borne Diseases, I cannot thank
10 my colleagues enough for passing this resolution
11 declaring May Lyme Disease Awareness Month.
12 Imagine waking up one morning, your
13 average weekday morning. You're feeling a bit
14 sluggish. Maybe you haven't felt like yourself
15 over the past couple of days. But each of your
16 symptoms -- sore muscles, fever, grogginess,
17 confusion -- you can attribute to something else:
18 work stress, a tough workout, or maybe a
19 springtime flu that's going around the office.
20 Until you realize that suddenly one
21 day you're waking up and you can't even lift your
22 legs up out of bed. Or you're driving to work
23 and you hit the gas instead of the brake when you
24 come to a stop sign. Can you imagine the panic?
25 These stories, or ones similar, are

1 all too common for many of the people that I have
2 met whose Lyme disease went untreated for far too
3 long. Today we have a chance to put the
4 spotlight on Lyme and send a clear message to
5 those who are suffering, to those who have felt
6 the panic and those whose lives have been forever
7 changed, that we remain committed to combating
8 the spread of tick-borne diseases.
9 Raising awareness for Lyme and
10 tick-borne diseases is one of the single most
11 important things we can do to stop the spread.
12 The more people know about prevention, the better
13 they can protect themselves, their families and
14 their pets.
15 I go into the schools and I talk to
16 the children -- and I was just in a fourth-grade
17 class -- and tell them about the ticks. It's the
18 size of a poppy seed. And think about when you
19 were in 4th grade and you'd see something like
20 that on yourself; you would just knock it off.
21 Well, some of these kids are getting sick with
22 Lyme disease, and their parents have no idea.
23 So it's important. You know,
24 education is the key to prevention.
25 So spreading the word today, I'm

1 going to ask everyone here -- my colleagues, we
2 took a bite out of Lyme today. Go on social
3 media, take a bite out of Lyme, and state just
4 one fact, on Facebook or Twitter, to tell people
5 something about Lyme -- whether or not the tick
6 is the size of a poppy seed, or you don't
7 necessarily get that bull's-eye. But just by
8 doing that and challenging your friends, you're
9 going to help me spread that word.
10 So I thank all of my colleagues for
11 doing this for us this month.

1 the quote, unquote, intent of the Legislature,
2 this bill will allow corrections at the local
3 level to provide body scanners of inmates to
4 ensure that they do not have hidden weaponry.
5 And I understand the importance of that for
6 safety, both of other inmates and the correction
7 officers.
8 But it explicitly says departments
9 of health will establish a standard for how much
10 radiation any individual inmate may be exposed to
11 on an annual basis. And I would just like to
12 highlight that.
13 For people who may have already gone
14 through some kind of radiation treatment for
15 illness previously in their lives, zero may be
16 the tolerance level for additional radiation
17 recommended by their doctors.
18 So I have spoken at least with the
19 City of New York, who assures me that each
20 individual prisoner will have some kind of
21 bracelet that counts what category they fit into.
22 And I am counting on our departments of health
23 and our corrections departments to make sure that
24 we are not putting people at risk of overexposure
25 to radiation while we attempt to ensure the

1 safety of everybody in our jails.
2 So it's a yes vote, but with
3 highlighted concern about health protections.

1 their support of this bill -- which, along with
2 Senator Bonacic's bill earlier, is the 13th and
3 14th bill this session on sex offenders passed
4 here in the Senate chamber.
5 You know, we talk a lot about the
6 need to address the issue of child sexual abuse,
7 but we don't do a lot. We have a bunch of
8 one-house bills. Add to those bills on
9 commemorative license plates, hunting and fishing
10 bills, renaming highways. And I really think we
11 need to walk the walk, Mr. President.
12 There's a bill, S809, that would
13 lift the statute of limitations, provide a
14 one-year lookback period for the survivors of
15 child sexual abuse, actually address the root
16 causes of child sexual abuse, which is identify
17 the predators in institutions and in families
18 that are currently perpetrating this harm against
19 our young people.
20 I'll be voting in the positive.

2 everything we're hearing, because of weather
3 conditions, there are going to be more ticks
4 around. So precaution is necessary for all of
5 us. And you don't have to be in heavily wooded
6 Adirondacks to have this happen; it can happen in
7 your own backyard.
8 So thank you very much. It's an
9 issue that has affected -- I mean, we all know
10 someone who's been affected by Lyme disease, and
11 it can be really debilitating.
12 So thank you very much. We look
13 forward to seeing improvement in this disease.
