16 REVEREND DeJESUS: Good afternoon,
17 everyone.
18 As a pastor who was born and raised
19 here in the great State of New York, I'm honored
20 and privileged to have been invited by Senator
21 Kaminsky to lead today's session in prayer.
22 So please join me as we come before
23 He who sits on the throne high and lifted up.
24 Let us pray.
25 Heavenly Father, we humbly come

1 before Your throne of grace and mercy. And Lord,
2 we thank You, for we know that Your eyes are open
3 and Your ears are attentive to the prayer that is
4 made from this chamber.
5 Lord, we thank You for the privilege
6 You have given us to serve the people of New York
7 for such a time as this. Your word exhorts us to
8 offer prayers for all that are in authority, that
9 we may lead a quiet and peaceable life in all
10 godliness and honesty, for this is good and
11 acceptable in Your sight.
12 And so today we pray for the work of
13 this legislative body, every Senator and their
14 support staff. God, we ask that You bless them
15 with good health and prosperity. Give them the
16 strength to walk before You in faithfulness, in
17 righteousness, and in uprightness of heart toward
18 You.
19 Give them an understanding mind to
20 govern Your people, that they may discern between
21 good and evil so that Your people can perceive
22 that the wisdom of God is in them to do justice.
23 Give them the courage that they need
24 to make the decisions they've been empowered to
25 make for the betterment of each community. And

1 help us understand that whatever we do for one of
2 the least of our brothers and sisters, we do it
3 for You.
4 Unite us, and tear down the
5 strongholds that divide us, so that this season
6 be one of great prosperity for our state.

24 The Amistad Commission was created
25 in 2005, and it addresses the slavery in the

1 United States and the State of New York.
2 Previously the commission was not meeting, and
3 I'm glad today we have changed that so that the
4 Secretary of State would not be in charge of the
5 commission, but the New York Department of
6 Education.
7 Next year we will hit a historical
8 landmark in this country. In 2019, it will
9 represent the 400 years of slavery, when slavery
10 started in this country.
11 So I just want to thank my
12 colleagues in the New York State Senate for
13 voting for this Amistad bill.

14 Mr. President.
15 You know, this bill is very similar
16 to a law that was in the press in the last week
17 or two involving 485-a. This would be an
18 expansion of 485-r. And what we learned with
19 485-a was that in the City of Syracuse,
20 40 properties were approved under a similar
21 program and cost the city I think $50 million in
22 lost tax revenue for incredibly minor adjustments
23 to the property.
24 This is a bit different, and again
25 it's at local option. But my concern is it would

1 actually allow people to buy a house that had
2 perhaps almost no value, tear it down, and then
3 get 25 years tax-free on the increased value of
4 the land from building a house.
5 Now, I understand why localities
6 would want old homes that are no longer sellable
7 to be torn down. But the concept of a
8 100 percent tax exemption for 25 years translates
9 into other people in the area having to pay more
10 property tax for 25 years to make up for that
11 lost property tax.
12 So I think it goes too far. This
13 would take an existing law that applies to one
14 small town and apply it to the entire state --
15 again, at local option. I'm hoping most
16 localities will think through this carefully if
17 it becomes law.
18 But I'll vote no, Mr. President.

17 And it all started when a young lady
18 came to Albany and asked me: "Senator Hamilton,
19 why is black history only about slavery,
20 Dr. Martin Luther King, Harriet Tubman, and
21 Frederick Douglass?"
22 In Brownsville I took some young
23 ladies from Brownsville to Medgar Evers College
24 for a hackathon, and I asked the young ladies,
25 "Where are you?" And they said, "We're at Medgar

1 Evers College." And I asked them, "Who was
2 Medgar Evers?" And no one knew who Medgar Evers
3 was. There was only one young lady who knew
4 about Medgar Evers -- who wasn't born in this
5 country, but she knew that Medgar Evers was a
6 freedom fighter.
7 And I said, How come black history
8 is only taught one month a year, the shortest
9 month of the year? So what this bill does, it
10 would incorporate black history into our
11 curriculum from kindergarten through the
12 12th grade, to liberate the young minds of boys
13 and girls who have to see more positive images
14 about themselves, to learn more about the Harlem
15 Renaissance, to learn more about the Buffalo
16 anti-slavery movement, to learn more about
17 African-American Long Islanders' fight for
18 suffrage.
19 So today I am happy and delighted
20 that this chamber has voted again unanimously for
21 this bill. But unfortunately, when the bill
22 passed last year, I was excited, I was encouraged
23 to do more, and I started getting hate mail to my
24 office, calling me the N word: How dare you want
25 to introduce this N history to our boys and girls

1 in New York State?
2 And so we can't let ignorance and
3 bias and bigotry control the history of this
4 state and this country. African-Americans have
5 contributed so much to this country and this
6 state that the history has to be recorded. And
7 it helps all people, all boys and girls to know
8 that people of color in this country have made a
9 difference.
10 So today I stand here honored again
11 that this chamber has voted to make sure that
12 history, black history, African-American history,
13 be incorporated into our curriculum. And
14 hopefully this year I won't get hate mail, I
15 won't be called the N word for trying to have
16 diversity within the state's curriculum.

2 Right now in my district we are
3 facing one of the most severe homeless
4 populations in the state. In some parts of my
5 district I have over 51 percent of the children
6 coming from homeless shelters. I have five new
7 hotels in my district, in the Brownsville
8 section, which is for homeless shelters.
9 Homeless shelters are a place that
10 breaks down your spiritual, your physical and
11 your moral mindset. And so what this bill is
12 trying to do is to have more land banks to have
13 more affordable housing in the Borough of
14 Brooklyn, in the City of New York, and throughout
15 the State of New York.
16 So I thank my colleagues again for
17 voting to establish more land banks in the State
18 of New York for populations more than a million
19 people.

3 I am certainly voting to support
4 this bill because I think it's important for us
5 to designate our waterways for -- as they relate
6 to development in the different areas of our
7 state.
8 But I just want to mention that I
9 also have waterfront in my own district, and I
10 have legislation that would allow us in my
11 district and other communities in the City of
12 New York to be eligible for support for exactly
13 what this bill will do for Senator Valesky's
14 district.
15 So I just want to say that I think
16 this is the time for us to consider our state as
17 a whole. It's not north, south, east, or west;
18 it is New York State, as one of our former
19 presidents would say about America.

17 myself, we're truly honored and privileged to
18 today to have with us members of the Schenectady
19 County Human Rights Commission and the Martin
20 Luther King Coalition.
21 Earlier this year I was proud to
22 join with my colleagues in adopting a resolution
23 commemorating the observance of the 33rd annual
24 Martin Luther King, Jr., Day in the State of
25 New York.

1 Our guests who are here with us
2 today are members of a nonpartisan organization
3 that works with everyone to help build and
4 strengthen our communities. The purpose of the
5 Martin Luther King Coalition is to advance the
6 teachings, principles and doctrines of Dr. King
7 through activism in the City of Schenectady and
8 Schenectady County.
9 The coalition also coordinates and
10 facilitates educational programs and awareness
11 events in the community to promote the ideals of
12 Dr. King, which stood for equality, tolerance,
13 acceptance, unity and humanity.
14 Last year was the 30th anniversary
15 of the Martin Luther King Coalition, which was
16 founded by the late Reverend Eloise Frazier. The
17 Schenectady County Human Rights Commission and
18 Martin Luther King Coalition ceremonially renamed
19 lower portions of Albany Street in Schenectady as
20 Martin Luther King, Jr., Way.
21 This ceremony marked a historical
22 moment and milestone in the coalition's 30-year
23 history, and the unveiling of the street sign was
24 performed at the corner of Craig and Albany
25 Street in Schenectady.

1 This year they commemorated the
2 fiftieth anniversary of Martin Luther King, Jr.'s
3 death, a great American who was taken from us too
4 soon because of an act of violence. I was proud
5 to attend that fiftieth anniversary event to not
6 only remember the life of Dr. King, but also to
7 ensure his dream of equality becomes a reality.
8 I would ask those individuals who
9 we're honored to have here to stand up, please.
10 With us today are Ange Morris, executive director
11 of the Schenectady County Human Rights
12 Commission; Randy McGough, a leader in the Martin
13 Luther King Coalition; and Karim Adeen Hasan.
