22 74th Anniversary of the D-Day Invasion on June 6,
23 2018.

2 SENATOR LARKIN: Thank you,
3 Mr. President.
4 Today is the 74th anniversary of
5 D-Day. And every member in this chamber assigned
6 here ought to be in this damn chamber. We're
7 talking about people. Seventy-four years. The
8 average age of the combat soldier in 1944 on
9 D-Day was less than 21.
10 This battle took place two years in
11 the making. One day it was supposed to be the
12 5th of June, but the weather forecast, you
13 couldn't do air drops for your supplies.
14 If you think about it, it was the
15 largest land, sea, and air invasion in history.
16 The invasion, we had 180,000 troops. We took
17 1500 airborne, and we had 500 sea vessels.
18 You know, the end of the first day,
19 at nightfall, 10,000 Americans were killed,
20 wounded or missing in action. Think about that
21 when you're thinking about, Oh, what do I got to
22 listen to this for. How about the people who
23 dropped their 19-year-old son off and he finished
24 basic training and then he went and he's never
25 heard or seen since?

1 This was a battle that will be
2 historical, and we as Americans don't tell people
3 what happened. The battles were taking place in
4 their -- the landing in France, the most toughest
5 item to go through were coming through those
6 mountains when the Germans were in their foxholes
7 and wall receptacles.
8 Members of the 7th Ranger Battalion,
9 the 82nd Airborne, the 101st Airborne made the
10 drop. And today we sit here and carry on our
11 duties and think very little of those who made
12 sacrifices for us that were serious.
13 The invasion was stunning because it
14 was so coalesced with other nations. And it was
15 something that had to be done within that
16 24 hours.
17 Ladies and gentlemen, the day -- it
18 was a successful operation because the American
19 soldiers, with their colleagues of Allies, made
20 the supreme sacrifice to protect the world from
21 communism {sic}.
22 I'd like to ask everybody in the
23 chamber and you in the balcony to stand up for a
24 moment of silence in honor of those who served.
25 ACTING PRESIDENT GRIFFO: At the

1 request of Senator Larkin, we will all rise in a
2 moment of silent remembrance of all those who
3 lost their life, on the 74th anniversary of
4 D-Day, and also in memory of Senator Robert F.
5 Kennedy, who lost his life 50 years ago on this
6 day.

10 Serrano.
11 SENATOR SERRANO: Thank you,
12 Mr. President.
13 I wanted to rise and commend my
14 great colleague Senator Larkin for putting this
15 resolution forth commemorating something that
16 happened many years ago but is still so relevant
17 in our everyday lives now.
18 The heroic actions of those soldiers
19 on D-Day were able to preserve freedom throughout
20 our world. My fear is that newer generations
21 will not know the message that Senator Larkin is
22 conveying today, and that many will not
23 understand how fragile at that time freedom was
24 against the forces of tyranny, against the Axis
25 forces and Nazism. There was a coming together

1 of many nations to stand up against hate and
2 intolerance and say that we will do all that we
3 can to preserve a better way of life.
4 And many of the soldiers on the
5 beaches that day came from all walks, came from
6 various backgrounds, but they were all together
7 fighting for something so important. And many,
8 so many lost their lives at such a young age.
9 Before they were able to get started, to build
10 families, to build a legacy, they made the
11 ultimate sacrifice to preserve the freedoms that
12 we enjoy today.
13 And I think it's really important
14 that we don't lose sight of that message, that
15 there was a time when people from all walks, from
16 all nations, stood up against tyranny, stood up
17 against the Nazi forces and the Axis forces in
18 the Pacific. And it's a message that, you know,
19 throughout the years I think people might lose
20 sight of. But really the history books should
21 really drill this message home and that younger
22 generations should always remember and pay
23 tribute to the sacrifices of our soldiers who did
24 a tremendous job in preserving what we have today
25 in this nation.

6 I rise to honor every veteran, but
7 especially those who served and those who lost
8 their lives at D-Day.
9 I'm brought back to remember right
10 now a friend of mine who passed away last year.
11 His name was Sergeant Major Tony Costanzo, from
12 Jamestown, New York. And Tony was a dear friend
13 of mine. He was 96 years young when he passed
14 away. And he actually stormed Omaha Beach on
15 D-Day.
16 He and I talked often about the
17 military, about service. And he took that
18 service very seriously. In fact, he commanded a
19 firing squad made up solely of Vietnam War
20 veterans, and he called them his boys. And he
21 used to say to me, "Cathy, you know, my boys got
22 a raw deal when they came home from service. And
23 I saw the most horrific things when I was
24 serving, and especially as part of the Big Red
25 One, the famed Big Red One, at Omaha Beach.

1 And he wanted to make sure, because
2 of his experiences and what he saw as far as
3 death and maiming and horror that day, he wanted
4 to make sure that every veteran received the
5 honor that they so deserved. And so he dedicated
6 the rest of his life to that.
7 In 2014, Tony was chosen to have a
8 reunion with veterans who actually landed on
9 Omaha Beach. And I made sure that he was able to
10 go. And when he came back, he wanted to have a
11 fish fry in my office, so he came over, and he
12 had a gift for me. And I opened it up, and it
13 was sand that he had gathered from the beach.
14 And that is one of the most meaningful things
15 that I have ever received since I became a
16 Senator, to know that he thought so highly of me
17 that he was able to bring that home to me.
18 And I just think that we need to say
19 thank you every single day to our veterans. But
20 people like Tony, who really didn't ask for
21 anything when he came home, he just rolled up his
22 sleeves, he went to work, he made his community a
23 better place, he devoted his life to veterans
24 causes. And that's the type of person that we
25 see so often who served during World War II.

1 So I'm glad, Mr. President, that we
2 are taking the time today to remember D-Day, to
3 remember all those who lost their lives on that
4 terrible day, and to make sure that we are
5 honoring and paying tribute to our veterans every
6 single day.
7 I thank Senator Larkin for his
8 devotion to veterans causes too. We have a hero
9 among us. And we're so grateful that we have
10 Senator Larkin to make sure that we are focused
11 on these very important issues.

14 I thank my colleagues for once again
15 giving me the opportunity to recognize June as
16 Alzheimer's and Brain Awareness Month here in the
17 State of New York.
18 Alzheimer's disease and dementia are
19 issues that unfortunately probably almost all of
20 us in this chamber are familiar with, because
21 almost everyone knows someone whose life has been
22 impacted by these devastating diseases.
23 However, it wasn't until I became
24 chair of the Senate's Aging Committee that I
25 really began to understand the full scale of the

1 problem here in New York. According to the
2 Alzheimer's Association, every 66 seconds someone
3 in the United States develops Alzheimer's
4 disease.
5 While many of us think that
6 Alzheimer's is a memory disorder, the terrible
7 reality is that it actually is a disease that
8 kills more patients than breast cancer and
9 prostate cancer combined.
10 As of the latest count, the
11 Alzheimer's Association estimates that there are
12 5.7 million Americans of all ages living with
13 Alzheimer's disease and dementia, and hundreds
14 and thousands of those live right here in
15 New York.
16 Currently there is no robust
17 treatment or cure for Alzheimer's and dementia,
18 and the burden of caring for someone struggling
19 with these diseases often falls on the shoulders
20 of family members and unpaid caregivers.
21 As you've heard me say before,
22 New York's caregivers provide over 1 billion
23 hours of unpaid care to their loved ones with
24 Alzheimer's. But I can tell you from speaking
25 with so many of them, they will rarely complain

1 about that time or the thousands of dollars they
2 spend each year to maintain quality of life for
3 these patients.
4 What they will tell you about is the
5 utter shock and pain that comes along with the
6 first time their parent with Alzheimer's doesn't
7 remember their name, or the horror they feel when
8 they get a phone call from police in the middle
9 of the night letting them know that they found
10 their loved one wandering alone in the street, or
11 the confusion and frustration that comes with
12 watching a loved one forget how to do the
13 simplest of tasks, like wash their hair or brush
14 their teeth.
15 Alzheimer's and dementia are
16 diagnoses that impact not only the patients, but
17 an entire family, changing life as they knew it
18 forever. This month is about shining a light on
19 these diseases and showing support for those
20 living with Alzheimer's and dementia and their
21 families.
22 We're making incredible strides here
23 in New York, a state that has committed millions
24 to battling the diseases, but there is still work
25 to be done, which is why pausing to raise

1 awareness could not be more important.
2 And I want to say a special thank
3 you to the advocates and friends that are here
4 for Alzheimer's Disease Awareness Month. I thank

6 I rise to speak on the resolution
7 before us that I'm proud to sponsor memorializing
8 the Governor to proclaim June 24, 2018, as
9 Cystinuria Awareness Day in New York.
10 Cystinuria is a rare genetic defect
11 that prevents the body from regulating amino
12 acids, which affects the kidneys. This can
13 result in chronic production of kidney stones.
14 Cystinuria is a substantial health
15 concern in our state and in our nation.
16 According to the National Organization for Rare
17 Disorders, this defect occurs in males and
18 females in equal numbers and can begin as early
19 as age 10, affecting between one in 7,000 and one
20 in 10,000 Americans.
21 Raising awareness of the effects of
22 this condition will lead to increased funding for
23 further research towards a cure, improved
24 screening procedures, and treatment options.
25 We know that disseminating

1 information is a critical component for those who
2 are affected. But fostering greater
3 understanding and helping to provide hope are
4 also necessary and positive steps and should
5 continue to be the focus of this state. This is
6 the purpose of declaring June 24th as Cystinuria
7 Awareness Day in the New York.
8 With us today I would like to
9 introduce two guests that are in the gallery and
10 ask if they would stand as I introduce them.
11 Carol LaFleur, who is the executive director for
12 the Northeast Kidney Foundation, is representing
13 cystinuria patients. And Samantha Darwak, who is
14 representing the National Cystinuria Foundation.
15 I would like to thank them for their
16 work on cystinuria and ask you, Mr. President, to
17 recognize them on behalf of the Senate.

2 This summer, specifically on
3 August 10th, we will mark Ecuador's 209th
4 Independence Day, a fight for freedom that began
5 with the Primer Grito de la Independencia, or
6 "Cry for Independence," in 1809.
7 Ecuador enjoys a rich and diverse
8 history dating back to as early as 12,000 B.C.,
9 home among others to the Incas, an indigenous
10 culture that developed an advanced society, until
11 the arrival of the Spanish in the 1530s. The
12 country was ruled from Lima until 1563, when the
13 Real Audiencia de Quito was established. In
14 1809, a revolutionary group led by Juan Pio
15 Montufa took over Quito and installed the first
16 junta, establishing Peru's first postcolonial
17 government.
18 But Spain regained control over
19 Quito 24 days later, and it remained under
20 Spanish control for the next decade. In 1819,
21 power was returned to the people of Ecuador,
22 declaring independence in La Bataille de
23 Pichincha, the Battle of Pichincha. It was
24 there, on the slopes of the Pichincha Volcano,
25 that the people of Quito claimed independence.

1 Years later, in 1824, Ecuador gained
2 full independence from Spain. Their drive to
3 liberate themselves from oppression empowered
4 them to defeat the Spanish army.
5 Today the independence of Ecuador is
6 celebrated in many parts and festivities, not
7 only limited to Ecuador but also in my district.
8 We celebrate their heroic efforts here in
9 New York and in my district, commonly known as
10 the United Nations of all Senate districts. Here
11 we celebrate Ecuador's Independence Day with a
12 wonderful parade along Northern Boulevard in
13 which thousands of people participate year after
14 year and enjoy the Ecuadorian culture, folk
15 music, and food.
16 Ecuadorians in our nation have
17 contributed in every aspect of life, and the
18 proof of that is the more than 40,000 Ecuadorians
19 and Ecuadorian-Americans that call my district
20 home.
21 Mr. President, by way of this
22 resolution, we extend our best wishes to our
23 Ecuadorian American friends and communities
24 across the state in advance of their important
25 celebration on the joyous occasion of Ecuadorian

13 Day on July 20th -- July 20, 1810, to be exact.
14 On that day, Colombians established the first
15 representative council, a move that led to
16 Colombia's very first national government. Full
17 independence was declared in August of 1819, when
18 a struggle led by Simón Bolívar, El Libertador,
19 ended in victory.
20 Since then, Colombians proudly
21 celebrate every year that first Grito de
22 Independencia, or the "cry of independence."
23 My district is home to various
24 Colombian restaurants, including La Pequeña
25 Colombia, and many other Colombian

1 establishments. Pequeña Colombia, to be
2 specific, is located in Jackson Heights, the very
3 heart of my district, where generations of
4 Colombians grew up.
5 Today, more than 25,000 Colombians
6 live in my district -- again, the United Nations
7 of all Senate districts. Colombians have
8 contributed to make New York what it is today, a
9 vibrant, friendly, multicultural city.
10 We recognize that New York is home
11 to many Colombians and Colombian-Americans and
12 would like to join them in celebrating Colombian
13 Independence Day, coming up.
14 By way of this resolution,
15 Mr. President, we extend our best wishes to our
16 Colombian and Colombian-American friends across
17 the city and the state, and we join them in their
18 celebration of Colombian independence.

5 we believe, as does the Adirondack Architectural
6 Association and the Town of Newcomb, that this
7 Camp Santanoni, with its historic designation,
8 would be better taken care of by the Office of
9 Parks, Recreation and Historic Preservation.
10 They have the experience, they have
11 worked with friends groups, they just feel that
12 things would be improved at Camp Santanoni
13 because of the way and the mission of Parks,
14 Recreation and Historic Preservation, over DEC.
15 DEC has so many obligations under them that this
16 would be important to have this happen.
17 So I thank all those who have voted
18 for it. And I hope I've explained it well enough
19 so you understand what we're talking about, to

3 The way this bill is written, it
4 would actually have the State of New York or the
5 locality picking up the increased costs on every
6 water bill for that town, year after year, for
7 everyone.
8 If there's a problem with this
9 private water company -- and apparently there is,
10 because the PSC ruled against them in order to
11 pay back at least part of the money to the
12 residents of the town -- then that should be
13 addressed. But the concept of this Legislature
14 saying if a water company's bills get too high,
15 we'll just pick up the new costs every year, is a
16 very dangerous precedent.
17 And so I am feeling quite strongly
18 that this should not become the law in New York
19 State. I vote no.

17 Well, assuming the men in the room
18 are done mansplaining around this issue, I will
19 have an opportunity to talk about today why I
20 think the Reproductive Health Act not only is
21 germane but fundamental to the responsibilities
22 of this house.
23 The underlying bill deals with
24 torture of animals. I would argue that New York
25 State laws are so antiquated that they are

1 resulting in women risking their lives and in
2 some cases dying because we don't have the right
3 law on the books. And surely that is germane if
4 you're concerned about torture. Because if
5 you're concerned about torturing animals, you
6 should also be concerned about the torture and
7 death and cruelty to the women of the State of
8 New York.
9 Our laws are in conflict with
10 federal law since 1973. They are inconsistent
11 with and fall short of the constitutional
12 protections of Roe and its progeny, but remain on
13 the books of New York because this house refuses
14 to modernize our laws.
15 If Roe v. Wade were to be
16 overturned, New York's current law would make it
17 illegal to perform an abortion after 24 weeks
18 even if the mother's health is in danger. And in
19 fact, under existing law, women are having to
20 leave New York State to go in search of doctors
21 and hospitals who are providing life-saving
22 late-term abortions when nowhere in New York can
23 they get these services and treatments.
24 And Mr. President, women are dying
25 because they can't get the healthcare they need

1 in time.
2 And Mr. President, New York State
3 falls behind many other states who have in a
4 bipartisan way modernized their laws to ensure
5 that they have the right protections for women's
6 health.
7 Our laws are limiting the pool of
8 available providers. Our laws are making it
9 difficult for women in many counties of the state
10 to get the care they need and to find providers.
11 This amendment would correct and
12 address these issues by updating our existing
13 reproductive rights laws in a way that frees the
14 state from attacks on access to the full range of
15 safe reproductive medicine established under
16 federal Roe v. Wade and federal government.
17 Specifically, this bill authorizes
18 licensed healthcare practitioners, acting within
19 their scope of practice, to perform an abortion
20 upon a patient within 24 weeks of the
21 commencement of pregnancy. And it allows these
22 procedures to be performed after 24 weeks if it
23 is the reasonable and good-faith professional
24 judgment of the healthcare practitioner that
25 there is an absence of fetal viability or if the

1 patient's life or health is in danger.
2 Some people have talked about this
3 as some radical expansion of the reproductive
4 rights in this state. I want to emphasize that
5 the science proves -- we are talking about
6 ensuring that we have the laws that allow a
7 healthcare provider to save the life of a woman,
8 to allow a healthcare provider to limit the pain
9 and suffering of having to deliver, knowing that
10 the fetus is going to not survive, to protect
11 women from actually facing the risk of long-term,
12 life-altering damage to their bodies because they
13 can't get the healthcare that they have the right
14 to under law because of our laws.
15 This is the only healthcare process
16 in the State of New York that is still under our
17 criminal statutes, not under our healthcare law.
18 This Legislature, as has been
19 established by Supreme Court decision, should not
20 be making these decisions for women and their
21 families. These are decisions that should be
22 made by women, their families, and their
23 healthcare providers.
24 I urge this house to finally take a
25 vote to allow modernized reproductive rights laws

1 to enter our books so that we can stand proudly
2 and say we made sure our laws were equal for
3 everyone, we made sure that we did not continue
4 our tragic history, over multiple decades, of
5 failing the women of New York State and their
6 families and the healthcare providers who know
7 what needs to be done and have to tell women:
8 I'm sorry, you'll have to leave New York State to
9 get the healthcare you need, and I hope you can
10 get that done before it's too late.
11 And you know what, Mr. President?
12 As we know, sometimes it's not before it's too
13 late.
14 So I urge this house to take a vote
15 in favor of this amendment today. And I want to
16 make clear that a vote no is a vote against
17 women's health and rights and protections. And I
18 would find it untenable to explain to the public
19 why I was not voting in support of this today.

1 to the Comprehensive Contraceptive Care Coverage
2 Act, which was introduced by some of my
3 colleagues on the other side of the aisle.
4 Mr. President, in October of 2017
5 the Trump administration released a new rule
6 which allows employers and insurers to decline
7 providing birth control in instances where it
8 violates their religious beliefs or moral
9 convictions. Unfortunately, that is causing many
10 women not to exercise their right to choose what
11 contraceptive care is best for them.
12 The bill before us or the amendment
13 before us, the Comprehensive Contraceptive Care
14 Act, would codify current federal requirements
15 and New York regulations by requiring insurers to
16 cover any FDA-approved contraception that a
17 healthcare provider recommends for a woman,
18 without a copay. It also allows for access to a
19 year's supply of contraception at one time, and
20 it drastically improves access to emergency
21 contraception by ensuring that women can access
22 emergency birth control in a timely and
23 affordable manner.
24 With 45 percent of pregnancies in
25 New York being unintended, contraception is

1 necessary. The Senate Democratic Conference just
2 last week released a very, very timely report
3 which finds that clearly women in the State of
4 New York, because of cost, because of problems
5 with access, are not using contraception as they
6 could.
7 It says here, according to our
8 report, that 41 percent of all unintended
9 pregnancies are for women who use contraception
10 inconsistently or incorrectly, and 54 percent of
11 unintended pregnancies are accounted for when
12 women do not use contraception or have gaps in
13 their contraceptive coverage.
14 One of the things that the report
15 truly indicated, which I thought was a major
16 concern, was the lack of access or, if there is
17 access, it may be very expensive for emergency
18 contraception. What we found is that, on
19 average, women are forced to pay $60, $60 per
20 pill for emergency contraception.
21 This amendment would clarify that.
22 Because the way it works now is you can presently
23 get emergency contraception over the counter, but
24 the only way you get a discounted price is
25 through a prescription. Clearly, that's not

1 something that most women are going to use if
2 it's an emergency situation.
3 So this legislation would allow a
4 doctor to prescribe a larger supply, thus being
5 covered by your insurance company, and then
6 lowering the price dramatically.
7 You know, we don't want to have an
8 instance where women cannot exercise their right
9 to the contraceptive coverage of their choice.
10 You know, it's clear that every woman should have
11 that specific right, and this legislation or this
12 amendment, which is so timely right now in
13 response to the federal government, would do just
14 that.
15 I urge a yes vote, Mr. President, on
16 this amendment.

25 The cashless tolling program is a

1 program that's a great concept. It has proven to
2 be a real time-saver in opportunities of moving
3 across the bridges all around the state.
4 But in many ways, drivers have found
5 it to be a boondoggle to navigate as far as
6 making sure that you understand what your fines
7 and fees are. In many ways the cashless tolling
8 system has become a mess, and this bill will help
9 to fix it. The implementation has been
10 mishandled, with serious consequences for drivers
11 and consumers, those that have E-ZPass and those
12 that don't.
13 This bill is necessitated by the
14 fact that many residents in New York City and
15 across the state are receiving exorbitant bills
16 from the MTA for toll charges that are defined as
17 overdue and carry $100 fees per original charge.
18 After less than 30 days, pass-through
19 residents are receiving fines as high as $100 for
20 a toll as small as $8.50. It is not uncommon for
21 drivers to receive bills for a handful of trips
22 that have now multiplied into thousands of
23 dollars and fiduciary obligations.
24 Clearly the program is not running
25 well. Right now many consumers first learn of

1 their toll obligations at the same time a fee is
2 being assessed to them for each trip, resulting
3 in bills that run into thousands of dollars.
4 Drivers cannot proactively look up
5 and pay the obligations easily online. The
6 online system is a mess. There are no
7 notifications of outstanding obligations which
8 are alternatively offered at the time of travel,
9 and the fee waiver policy is not understood by
10 most and has been very difficult to navigate.
11 And my office has been working hard to try to
12 help many consumers clear up their obligations
13 with the E-ZPass system.
14 We have heard from many constituents
15 who have had their registrations threatened or
16 revoked because of the fact that they were
17 getting bills and fees that they were not aware
18 of until after, well after they had been
19 incurred.
20 This bill before us today would help
21 remedy the chief flaws of the current program in
22 three ways, by, number one, enacting a cashless
23 toll amnesty for a period of six months,
24 providing for public disclosure of the current
25 MTA fee waiver policy, and capping fees for toll

1 charges at no more than twice the original toll
2 charge for the first three months, and no more
3 than three times the original toll charge for
4 fees in the four-to-six-month range.
5 Poor program design is no excuse to
6 pick the pockets of hardworking New Yorkers. It
7 is time to provide our communities with cashless
8 tolling amnesty as a matter of fundamental
9 fairness, while capping outrageous fee charges
10 and creating transparency so consumers can know
11 their rights.

14 brought to the floor today to protect our
15 consumers.

18 The Lefferts Boulevard Bridge is an
19 iconic and beloved community cornerstone in the
20 neighborhood of Kew Gardens. It has four Long
21 Island Rail Road tracks that run beneath it, and
22 scores of long-standing businesses that sit atop
23 it. The bridge, originally constructed in 1925,
24 is valued by the local community as a landmark
25 with major aesthetic, economic, cultural and

1 social value.
2 Unfortunately, the MTA has
3 consciously neglected the bridge and has caused
4 it to fall into a state of dangerous disrepair
5 over the past few decades. Despite officially
6 commissioned Long Island Rail Road estimates and
7 studies and understanding that it would only cost
8 $4 million to repair the bridge to bring it into
9 a state of good repair, the MTA seems dead set on
10 a course of demolition that would forever
11 displace the local residents and destroy a
12 singular source of community pride.
13 This legislation simply requires the
14 MTA to perform due diligence in terms of
15 exploring alternatives to demolition and
16 replacement.
17 I want to thank my colleagues for
18 enabling me to make sure that this effort is
19 going to help to hold the MTA accountable and
20 save the small businesses on top of this bridge
21 that are the backbone of the Kew Gardens
22 community.
23 I want to acknowledge the
24 persistence, passion and diligence of Queens
25 Community Board 9, the Kew Gardens Improvement

1 Association, the Kew Gardens Civic Association,
2 Councilmember Karen Kozlowitz, Assemblymember

19 The Kew Garden Hills businesses and
20 the people who live in the area surrounding the
21 Lefferts Avenue Bridge, they compare this bridge
22 to the bridge in Florence where they have stores
23 surrounding it. It's very reminiscent of the
24 Bridge of Sighs and other parts of Italy.
25 And the local residents have taken a

1 very deep and genuine interest in preserving the
2 authenticity of the bridge as well as the
3 structural integrity. And we need to remember
4 that not everything has to be demolished, that
5 there are things that can be improved, and we
6 need to remember our history. This bridge goes
7 back almost a hundred years.
8 And I urge the MTA to pay attention
9 to the community and to conduct the survey, the
10 study, to show how best to preserve the integrity
11 of the structure but also preserve the economy,
12 because these are local merchants who have been
13 there for generations.

12 hungry? I think we can all attest to that. But
13 do we really know what hunger really is? And
14 unfortunately, one in eight Americans are hungry
15 every day. Yet in our country, 40 percent of the
16 food that we have in America is wasted. I see a
17 significant problem with that. We have so much,
18 yet people go so hungry.
19 In fact, there was a statistic that
20 if we were able to recover all of the wasted food
21 that we waste in America, you could give a
22 2,000-calorie diet to 84 percent of the entire
23 country. And to think that there are people in
24 our country that literally starve every day,
25 there's such a gulf, a wide gap between that.

1 And that's something that we should
2 be examining in this state. And we've made
3 strides in this state in this last budget that we
4 all voted on about food waste, but we need to do
5 more. And I believe that we need to look at our
6 businesses and examine our own personal ways that
7 we waste food so that we can make sure that we're
8 feeding everybody.
9 So I thank all my colleagues who
10 have supported this legislation, and I look
11 forward to it being signed into law, hopefully.
