What's happening

This bill allows retired police officers and firefighters to work as faculty or public safety directors at SUNY or community colleges without losing retirement benefits.

Why it matters

  1. Expands post-retirement job options for police and fire retirees. , making it easier for them to continue contributing their specialized knowledge as faculty or public safety directors within public higher education, without risking loss of pension income.

  2. Addresses staffing needs at SUNY and community colleges. by allowing these institutions to recruit experienced public safety professionals for faculty or leadership positions, potentially improving campus safety and education in criminal justice or related fields.

  3. Creates a defined exception to existing earnings limitations. , but specifically excludes retirees from working in university law enforcement titles under this waiver, signaling an intent to separate instructional or administrative roles from active police work on campus.

  4. Has negligible fiscal impact. , according to the official actuarial estimate, suggesting that the policy is unlikely to create significant additional costs for the state retirement system, while potentially benefiting both retirees and educational institutions.

(8) the president of a community college under a program of the state university of New York, if such person is a retired member of the New York state and local police and fire retirement system and is to be employed as a member of the faculty or as director of public safety.

§ 2. This act shall take effect immediately.

FISCAL NOTE.--Pursuant to Legislative Law, Section 50:

This bill will allow retired police officers and retired firefighters

of the New York State and Local Police and Fire Retirement System to

work as an employee of the state university as a faculty member or to

work as an employee of a community college as a faculty member or direc-

tor of public safety and continue to receive their retirement benefits,

without suspension or diminution of such benefits, provided they have

been granted a waiver of retirement earnings limitations by the chancel-

lor of the state university of New York or the president of a community

college under a program of the state university.

If this bill is enacted, we expect few retirees of the New York State

and Local Police and Fire Retirement System to be affected. There would

be negligible additional annual costs.
