What's happening

This bill creates a public online clearinghouse of hazardous substances and their chemical hazards, administered by New York's Department of Environmental Conservation.

Why it matters

  1. Expands public access to chemical safety information. By requiring hazardous substances and their health/environmental hazard traits to be available online, this bill empowers individuals, communities, and researchers to make informed decisions regarding chemical exposures and risks.

  2. Facilitates cross-government and international coordination. Mandates that New York’s Department of Environmental Conservation collaborate with other states, the federal government, and other nations to gather the most up-to-date and comprehensive chemical hazard data.

  3. Modernizes and centralizes chemical data disclosure. By establishing a web-based platform instead of relying on printed reports or data requests, the bill streamlines how critical toxicological information is accessed and used for public health, regulatory, and research purposes.

  4. Maintains existing regulatory authority. The bill clarifies that the creation of the clearinghouse does not diminish the powers of the Department of Environmental Conservation or other agencies to regulate hazardous materials, ensuring regulatory functions remain intact.
